The Former President's Progressive Alarm Overlooks The Continent's Real Danger: Technological Decline.

Donald Trump's security policy document offers a misguided view of Europe. The document asserts that open-border policies and so-called "woke" agendas represent an existential risk to the continent's identity. Yet, this perspective rests on a fundamental misreading of the situation. The true danger facing Europe is not societal but technological and economic lag.

The Stark Growth Gap Between Europe and the US

The data paint a sobering contrast. Between 2008 and 2023, US GDP grew by 87%, compared to a paltry 13.5% increase for the European Union. Over this time, EU GDP per capita dropped from 76.5% to just 50% of the American figure. Strikingly, even the poorest US state now has a higher per capita income than several leading EU nations like Italy and France.

Today, about 50% of the global 50 largest technology firms are American, while a mere four are from Europe.

The Technological Deficit: The Core Problem

This widening disparity stems from superior efficiency gains in the US, fueled by breakthroughs and higher total factor productivity. The landscape of global tech leadership is overwhelmingly US-centric. Over the past fifty years, hundreds of American startups have scaled into companies valued at more than ten billion dollars, versus only fourteen in Europe.

This disparity prompts a vital issue: As the competition for tomorrow's sectors like AI, semiconductors, and fusion energy, where does the EU stand? Experts widely concede it is essentially a contest between two between the US and China, with European nations entering at a significant disadvantage.

Underlying Factors of Europe's Innovation Gap

A number of key factors explain this technological divide.

  • Financing Ecosystem: The US boasts a far deeper and more dynamic system for funding startups. Europe still lacks a true unified investment market, which limits the scale of new firms.
  • Regulatory Fragmentation: Excessive and fragmented regulation hinder Europe. A American entrepreneur can introduce a product under a single set of laws to access a consumer base of hundreds of millions. The European Union, despite a bigger population size, is divided among 27 different national systems, creating huge internal barriers.
  • Mindset Differences: Attitudes toward risk-taking vary greatly. In some EU nations, a startup's collapse was historically viewed with stigma, whereas in the US, it is often considered a badge of experience.
  • Defense Spending: The United States enjoys a tightly woven innovation pipeline linking defense and academia. The continent's chronic underinvestment in defense has weakened its ability in breakthrough innovation.

A Path Forward: Reasons for Cautious Optimism

Despite these hurdles, one can find causes for optimism. Policymakers are growing more conscious of the severe threat and have begun to propose serious reform. Key reports on European competitiveness and the internal market highlight the need for sweeping changes.

Given appropriate policies and regulatory reforms, Europe's strengths might enable much higher levels of commercial innovation.

Europe still possesses significant advantages: high-quality workforce, excellent education systems, and world-class labs. Alongside a large internal market and high savings rates, these elements could trigger a new wave of investment and entrepreneurship.

Importantly, even if the EU does not take the lead in creating cutting-edge tech, it can still dramatically increase economic output by adopting and adapting advancements from other regions.

A Critical Juncture

Europe now stands at a decisive moment. To paraphrase a famous line, decline often happens "slowly, then all at once". To date, Europe's technological decline has been gradual. However, without decisive action to address its structural weaknesses, today's slow erosion could give way to a sudden and irreversible loss of world influence.
